Usami is Japan's Acting Minister for Foreign Affairs and the official diplomatic envoy assigned to handle first contact with the Simurian delegation. A careful and experienced administrator, he assigns the Okkotsu siblings to work alongside Maru, anticipating that personal relationships will be more effective than formal policy in ensuring coexistence. His Cursed Speech technique — channeled uniquely through his hand rather than his throat — gives him a powerful tool for crowd control, though attempting it on Dabura puts him in critical condition.
Usami channels Cursed Speech through the snake-eyes-and-fangs marking on his left hand rather than through his throat like previous users. He removes his glove and holds his hand before his mouth to activate it. This modification allows him to use it without disrupting normal speech, though commands directed at sufficiently powerful targets like Dabura cause catastrophic recoil.
